When is it considered to be tailgating?

According to the Driving School video I had to watch, when I got a ticket:

There should be at least a 2 second space between you and the car in front of you. As you're driving, when the car in front of you passes a "marker" start counting 1-1000,2-1000, if you pass that same marker before you're done saying that - you are too close.
As far as the car behind you, I feel if I can't see their front tires, they're too close. (My name for tailgaters is "Butthuggers"! :-)
